The EURATOM justification test is a key nuclear regulatory licensing requirement in the UK. But although at first sight justification decisions under the EC Basic Safety Standards Directive appear to relate mostly to matters of worker and public safety, in practice justification mainly concerns economic issues. Historically justification decisions usually depend on a regulatory evaluation of the benefits and detriments to British society, which are often presented in economic terms.
